The Police want to shut down HUMINT, but there are two problems standing in the way. The first being any order issued by the system must be followed by any individual injected by the RFID powder including the Police, otherwise the result is an electric shock. Any individual inside HUMINT who tries to shut down the system will set off a timer for the deployment of a nuclear attack, i.e. the system at its inception was given autonomous control over weapon of mass destruction facilities by the people who built it. John Neggroponte, John Rockefeller, Henry Kissinger, Donald Rumsfeld, and Paul Wolfowitz.

They don't want to shut it down in order to sustain their wealth, even in the case of setting off a nuclear weapon.
